| GENERAL POSITION DESCRIPTION: Under the general supervision of the Chief Executive Officer (CEO), Northeast Texas Public Health District, directs all public health emergency preparedness and disease surveillance activities. Leads the district's Public Health Emergency Response Team within the Counties of Anderson, Gregg, Henderson, Rains, Smith, Van Zandt, and Wood. This team plans for and responds to infectious disease outbreaks, and other public health threats and emergencies including potential acts of bioterrorism. Obtains funding for recovery and mitigation activities. Restores public health functions interrupted by disaster. Implements policies and protocols to improve planning and surveillance activities. Plans, develops, and directs epidemiologic investigations and surveillance programs. Supervises public health preparedness and disease surveillance staff. Serves as the district's Public Health Emergency Preparedness (PHEP) Coordinator and Public Health Emergency Operations Center Commander when the center is activated. Duties are performed under minimal supervision with considerable latitude for the use of initiative and independent judgment. ESSENTIAL JOB FUNCTIONS: *(50%) Provides strategic leadership, direction, and assessment of preparedness activities to ensure local readiness, interagency collaboration, and preparedness for other outbreaks of infectious disease, and other public health threats and emergencies including bioterrorism events. Serves as Public Health Emergency Preparedness Coordinator for bioterrorism and public health emergency response planning. Ensures public health emergency plans are periodically exercised to determine if they are effective and comprehensive. Develops effective relationships and networks of communication to promote teamwork and collaboration in developing plans and implementing bioterrorism and other public health emergency response and preparedness activities. Coordinates efforts to ensure effective communication connectivity among public health agencies, healthcare organizations, law enforcement organizations, public officials, and other emergency response personnel. Leads the Public Health Emergency Response Team and may respond to bioterrorism events, infectious disease outbreaks, or other public health threats or emergencies within the seven-county area. *(20%) Monitors disease incidence within the seven-county area to rapidly detect and address disease outbreaks including bioterrorism events. Plans, establishes, and monitors sensitivity, specificity, and timeliness of new/alternative (active, syndromic, sentinel) surveillance activities/reporting systems in collaboration with DSHS, Public Health Service Region 4 and 5 North. Develops and implements policies and protocols to improve the quality of health information collected. Develops effective relationships and networks of communication with infection control practitioners, physicians, hospital administrators and others to promote teamwork and collaboration in implementing/enhancing reporting/surveillance activities. *(10%) Provides direction in the collection, computerization, analysis, evaluation and distribution of communicable disease data. Establishes and maintains a system to track on-going investigations and summarizes and distributes findings in a timely manner. I *(05%) Interviews, hires, and supervises program staff. Approves leave and travel requests. Coaches, counsels, provides training, and conducts personnel evaluations. *(05%) In consultation with DSHS Public Health Regions 4 and 5 North staff, plans, develops, and directs epidemiologic/outbreak investigations, including verifying diagnoses, notifying appropriate personnel, collecting and submitting patient/environmental specimens, constructing questionnaires, reviewing/abstracting/interpreting medical records, conducting patient and physician interviews, and recommending appropriate control measures. *(05%) Conducts reporting/surveillance, epidemiologic, and bioterrorism preparedness and response training. Using word processing, databases, statistical, and graphical computer software, develops educational materials and training and operations guidance manuals. *(05%) Performs other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of public health preparedness and response, and emergency management planning and operations. Knowledge of the Incident Command System. Knowledge of principles of epidemiology and Texas public health laws, especially those that govern the control and reporting of notifiable conditions.
