Early learning education is essential to children's development and prepares them for school. We understand that quality child care is expensive.

Through federal, state, and local funding from the Texas Workforce Commission to Workforce Solutions East Texas, Childcare Services is able to provide scholarships for eligible families and professional development opportunities for early care and education providers.
This program is available for those attending school, currently working, or in the job search.

Eligibility: Each parent and step-parent, living in the household, must be working, attending school, in training/other educational program, or combination of these, at least an average of 25 hours each week over a four-week period.
Must meet income guidelines based on gross household income and family size.
The person applying for services must have primary custody of the child(ren) needing services.
Families who owe recoupment, anywhere in Texas, are not eligible to enroll or continue services until the recoupment has been paid in full.

Eligibility: A child must be 4 before September 1st of that school year and must meet or fall below the federal poverty guidelines. If the child is 3 years old, they must have been diagnosed with a disability through the Tyler ISD Special Education Department (their income does not matter). If a family receives SNAP, TANF, or SSI they automatically qualify. If the child is actively in the foster care system, they also automatically qualify. We serve 200 families each year and start enrollment for the upcoming school years on February 1st that year.

Early HS/Head Start: Services provided are childcare, education, and support services for children ages birth to 5 in low-income households. The program is designed to serve and assist the total development of the child. Health, nutrition, education, and parent involvement services are stress to enable the child to function at an optimum level in his or her environment. The program provides a full-day early childcare program from 7:45 a.m. until 3:30 p.m. - Monday-Friday.

Eligibility: A pregnant woman or a child is eligible if:
(i) The family’s income is equal to or below the poverty line; or,
(ii) The family is eligible for or, in the absence of child care, would be potentially eligible for public assistance, including SNAP, TANF child-only payments, or,

We are a supportive program for first-time expectant women who are 29 weeks or less, aimed at reducing barriers and improving maternal and infant health outcomes in Smith/Henderson counties. We pair our participants with a free Registered Nurse who will offer guidance, education, information, advice and encouragement. Our goal is to empower women with knowledge and support for a healthy mom, baby and a smooth transition into parenthood.

The NET Health Center for Healthy Living, established in 2013, stands as a beacon of health and wellness for the Tyler, Texas, community. Housed in a repurposed fire station, The Center was created in response to the rising prevalence of obesity and chronic diseases across East Texas. The Center for Healthy Living offers free health screenings, including blood pressure, cholesterol, blood glucose, and BMI assessments, as well as referrals for primary care and mental health services. One of its hallmark services is mammogram screening, which has become a cornerstone for the women who visit, providing accessible preventive care and early detection support.
