The Northeast Texas Public Health District (NET Health) is honored to recognize Dr. Li-Yu Mitchell, MD, FAAFP, as the 2026 recipient of the Doc Ballard Award, one of the organization’s highest honors recognizing exceptional contributions to public health and community service.
Dr. Mitchell’s career has been defined by a passion for improving the health of individuals and communities. Raised in Angleton, Texas, she earned both her Bachelor of Arts in Public Health and her Master’s in Health Science from Johns Hopkins University before receiving her medical degree from the Texas A&M College of Medicine, and then completing her Family Practice residency in Waco before relocating to Tyler in 2002.
After practicing family medicine, Dr. Mitchell transitioned into Wound Care and Hyperbaric Medicine with UT Health East Texas while continuing to champion public health initiatives throughout the region.
Among her many accomplishments, Dr. Mitchell founded the Tyler Walk With A Doc program and continues to be an active member of the Smith County Medical Society and of the Whitehouse ISD SHAC (School Health Advisory Council).
Dr. Mitchell’s impact on public health was especially evident during her tenure as Chair of the NET Health Board of Directors. Throughout the COVID-19 pandemic, she provided steady leadership, professionalism, and thoughtful guidance during one of the most challenging periods in public health history.
The "Doc" Ballard Award recognizes individuals whose dedication has left a lasting impact on public health in Northeast Texas. Dr. Mitchell’s lifelong commitment to compassionate patient care, innovative community health programs, and exemplary leadership embodies the spirit of NET Health's highest accolade.
