Mobile Food Unit: Plan Review Process


Opening a Mobile Food Business is a two-step process 

Plan Review Process Steps


Submission of Step 1 Application

  • Menu

  • Floor Plan

  • Business Plan

  • Equipment Spec Sheets

All consultation regarding construction requirements and permitting 

Payment of the Plan Review Fee: $200.00

Creation of a File and Collection of Documentation of the Business 

  • TX Sales Tax ID

  • Ownership Documents

  • Menu

  • Accurate, scaled drawings of the Mobile Food Unit

  • All equipment installed on board the mobile unit must be approved for its intended use.

Preliminary Inspection of Mobile Food Unit at the Environmental Health Office located at 815 N. Broadway Avenue in Tyler.  

  • The operator then must schedule a full inspection with the Fire Marshal and must show a passed inspection when returning to NET Health for Step 2. 

  • The local Fire Marshal is also scheduled to inspect the vehicle during this inspection.  Any deficiencies in Fire Safety will be issued for correction during this inspection. 

  • A punch list is issued delineating repairs and requirements necessary to bring the Mobile Food Unit into compliance.

After the preliminary is completed:

  • The applicant will complete any repairs
  • Fill out the Step 2 permit application
  • Submit any remaining documents necessary to complete the account
  • File at least three business days prior to an expected permitting inspection.

Account File will be reviewed.

NET Health will then coordinate a time to schedule the permitting inspection for the vehicle in the Environmental Health parking lot located at 815 N. Broadway Ave. Tyler, TX 75702.  

**Important Note**  A permitted Commissary Location is required to be approved and/or permitted for the mobile unit prior to a Step 2 Permitting Inspection to be scheduled.  

An Opening Inspection will be conducted once all paperwork and items have been reviewed, corrected, and approved.

The Mobile Food Unit may now operate inside the NET Health Jurisdiction, which covers Smith County and the City of Bullard. Must post Inspection Report and Permit where it is conspicuous to the consumer.
